The Five Vehicle Requirements in N.J.A.C. 17:30-9.15
Five requirements. All five, on every vehicle, every time. Four out of five is not partial credit.
1. Secure, locked storage
Product must be in a locked box or compartment that is secured to the vehicle. Not the boot. Not a locked bag. Secured to the vehicle.
Commonly missed: a lockbox that is genuinely secure but not attached. If it can be carried away with the product inside, it is a container, not secure storage.
2. GPS tracking
The vehicle must be trackable in transit.
Commonly missed: having GPS is not the requirement. Being able to produce the record is. A tracker whose history you cannot export on request satisfies the letter of a purchase order, not the regulation.
3. Climate control
Appropriate to the product being carried.
Commonly missed: temperature control without temperature logging. If you cannot show what the cargo experienced, you cannot show it was appropriate.
4. Unmarked
No cannabis imagery, no company branding suggesting cannabis, nothing that advertises what is inside.
Commonly missed: a magnetic sign someone forgot to remove. A rear-window decal. This is the one people fail by accident.
5. Reported to the Commission
Every vehicle used for transport must be registered with the CRC.
Commonly missed: the vehicle added last month for a busy week. Registration is per vehicle, not per fleet, and a borrowed van is still a vehicle.
Why this list is the audit
These five are the fastest thing for an inspector to check. Vehicle registration is a database lookup. Unmarked is visual. Lockbox and climate control are physical. GPS is a document request.
An operator who cannot clear all five on a specific vehicle on a specific date has given the Commission a reason to look harder at everything else.
