Short answer: no. A Class 1 Cultivator or Class 2 Manufacturer may transport their own product between licensed premises without a separate distributor licence.

The longer answer is the one that costs people money.

Self-transport is permitted. It is not unregulated.

The moment you move your own product, every transport obligation in N.J.A.C. 17:30 applies to you. Not to a distributor you hired. To you.

That means:

17:30-9.15(a)–(e) — vehicle standards, all five, on every vehicle 17:30-9.15(d) — $1,000,000 hired and non-owned auto liability 17:30-9.15(g) — the transport request, and it is the licensee's responsibility 17:30-14.8 — the transporting staff member stays in contact with the home business 17:30-13.3(a)(1) — four years of records

Most operators know the first item and discover the rest during an inspection.

Why so many self-transport anyway

New Jersey has 17 licensed Class 4 distributors. Three are operational.

For 124 licensed cultivators and manufacturers.

So this is not really a choice for most operators — it is arithmetic. Which makes the compliance burden universal rather than optional, and largely invisible until somebody asks.

The specific trap

A cultivator with three vans and two drivers is running a transport operation. They generally do not think of themselves as one, so nobody in the building owns transport compliance the way somebody owns cultivation compliance.

There is no transport SOP. There is no credential expiry calendar. There is no chain-of-custody record beyond what Metrc captures — and Metrc records the transfer, not the transport. It knows a manifest was created and closed. It does not know where the vehicle went, what temperature the cargo held, or who signed.

That gap is where audits find things.
